Covered Fathom, or just a shell?

Entirely plausible. Unless this is being babysat by a Ford rep, it would be surprising if they would put an actual Fathom body on display under an easily removed cover. It doesn't have to be a Fathom (body) under there, just a prop in generally the right shape and size.

Whatever it is does appear to have similar padding attached to it to obscure the body lines as seen on the mules, though, starting with the hood.
